Yes. To do this, run a Patient report with the Report Type set to Location, then filter by City, State and/or Country. You can also filter by postcode in either the City or State fields. You can then save your report to use as a mailing list called a campaign.
Follow the steps below:
Click Reports > Patient.
Click New Report at the top-right of the page.
In the Report Type field, select Location.

In the City, State or Country fields, select filters as desired. You can also filter by postcode in the City or State fields.
Click Run.
RESULT: All patients matching the filters will be shown in a report. Click Save to save the report in your Patient Reports list to view it later or to use it in a campaign.
